This will be the construction of an “Anti-heater / tank”. Because you’ve put out enough DPS, there’s really no reason to worry about DPS in the range. Heaters and tanks are what decide who wins a battle. So, you will have the three most important stats:
Strength = contributes to melee damage
Wounds = adds hit points
Initiative = It increases your chances of avoiding various attacks, detecting a stealthed opponent and making it harder for enemies to hit you critically.
The 25 points will be added as follows: (RvR rewards will be a few extra points, but we will not use them here)

Purchase the following skills in the Inquiry tree at one point each:
Seal of Destruction
Punishing the False
Skills in the tree that you do not buy: “Late Receipt”.
The last 4 points will be entered in the “Acknowledgment” tree. Any extra points should be added in “Acknowledgment”, there is no reason to buy the bottom skill in the tree.
80 RvR points to add in:
Level 1 could = 1 point
Level 2 could = 3 points
There may be a level 3 = 6 points
There may be a level 4 = 10 points
There may be a level 5 = 14 points
Motivation level 1 = 1 point
motivation level 2 = 3 points
Level 1 attack = 2 points
Level 2 attack = 4 points
Level 3 attack = 6 points
Level 1 reflexes = 5 points
Reflexes level 2 = 10 points
Reflexes level 3 = 15 points
The aim of this construction is to take out the two most important classes in PvP battle.
The proposed active morale skills are:
Level 1 = Nerve Sever
Level 2 = Willing Force
Level 3 = Wide Swings
Level 4 = Excommunicate
Slotted Tactics can be changed “on the fly”, as long as you are not in combat. Since there are 5 fast slots available, I would use each of them in a different situation. One for PvP fighting, one for PvE Group, and one for PvE solo. Here’s my pick for “PvP fighting”:

Flexible between against a healer or tank.
Not so high in DPS over the top. I think the trade is well worth doing.
